Southern Highlands sits in unincorporated Clark County. Caliche is common under this part of the valley, and digging through it can take a large share of the budget before the design is finished.
Much of the southern valley has caliche within a few feet of the surface. Anything that goes down has to get through it: footings, pool shells, below-grade cellars, deep utility runs, larger tree wells.
Price it as though the ground were sand and you will be asked for more money once the machine stops. We would rather quote the real number and be dull about it.
Clark County governs here, not Las Vegas or Henderson. The county runs its own department, plan-check queue and submittal format. For an addition or a substantial remodel that is worth confirming first, because it sets every date after it.
The Southern Highlands Community Association requires approval for nearly any exterior change, to the house or the yard, under its design manual, and some neighborhoods inside it have a sub-association of their own. As in Summerlin, we run that submittal alongside the permit.
A lot of work here is additions: a casita, a primary suite, a garage bay, a covered outdoor room. Construction is straightforward. The hard part is where old meets new.
Plaster texture, parapet lines, roof pitch, window proportion and stucco color all have to agree with the house already standing. NXG holds the plaster license and has each texture sampled against the existing house before any goes on.
Unincorporated Clark County. Southern Highlands sits outside city limits, so the county reviews the drawings and inspects the work rather than the City of Las Vegas or the City of Henderson. Those authorities run separate submittals and separate plan-check queues.
Caliche. It sits within a few feet of the surface across much of the Las Vegas valley and behaves like soft rock rather than soil, so it gets priced by what comes out of the ground rather than by the size of the hole. Footings, a pool, a basement and a trench for a gas line all meet it.
