Southern Highlands sits in unincorporated Clark County, on ground that decides a good deal of your budget before the design is finished. What is under the lot matters here more than buyers expect.
Clark County, not a city
Southern Highlands is governed by Clark County rather than by the City of Las Vegas or Henderson. Same valley, different department, different queue. It affects submittal format, review duration and inspection scheduling.
For an addition or a substantial remodel, this is usually the first thing worth confirming, because it sets every date after it.
Caliche, and what it costs
Much of the southern valley has caliche within a few feet of the surface — a hard, naturally cemented layer that resists ordinary excavation. Anything that goes down has to get through it: footings, pool shells, below-grade cellars, deep utility runs, and larger tree wells.
It is not a problem so much as a line item. The failure mode is pricing a below-grade scope as though the ground were sand, then coming back for more money once the machine stalls. We would rather price it honestly and be boring about it.
Custom lots and community review
The custom-lot sections and the guard-gated golf enclaves carry architectural review through the community association, covering elevations, materials, colour and often landscape. Approval is a prerequisite, not a formality.
As in Summerlin, review is scheduled alongside permitting rather than after it.
Additions that read as original
A large share of work here is additions — a casita, a primary suite, a garage bay, a covered outdoor room. The construction is straightforward; the part that decides whether it looks right is where old meets new.
Plaster texture, parapet lines, roof pitch, window proportion and stucco colour all have to agree with what is already standing. Holding that line is why the plaster licence sits alongside the general building licence rather than being subcontracted blind.
