Clark County, not a city
Spring Valley is unincorporated, so plan review and inspection run through Clark County rather than the City of Las Vegas. Same valley, different portal, different queue, different inspectors.
It also means much of the area has no architectural review committee at all, which removes a step several other neighbourhoods cannot avoid.
What a house of this age usually needs
Kitchens closed off from living space. Electrical service sized before anybody ran a second oven and a car charger. Original plaster that wants proper repair rather than another skim coat. Aluminium sliders that lost their seal a decade ago. Bathrooms with no ventilation worth the name.
Some of that is cosmetic and some of it is a permit. Removing the wall between a kitchen and a family room is usually structural, which means a beam, an engineer’s stamp and an inspection.

Older Spring Valley parcels are frequently larger than what was platted later, which makes a casita, a garage bay or a covered outdoor room realistic rather than theoretical.
Setbacks, lot coverage and the county’s rules on a second dwelling get confirmed against your address before the design assumes anything.
